what is the best GPU in the 400+/- range?

I was going to go with the 290x but seems like i has a lot of heat issues and not sure if the 290 is the best deal for the $. Really appreciate some ideas.

R9 290 or 290x are my choices followed by a 280x or 4gb 770 for 1080p. The aftermarket coolers on the 290x and 290 are more than fine just don't go stock coolig.
