I have owned this board for well over A year , have had no issues. Bought it as A open box dirt cheap from newegg. I checked it and tested it had no issues other then A bit of thermal paste near the stocket. I was happy. It has ran 24/7 (still dose) with out issue. I got A cheap 10700k so changing out my Sever when I noticed this. The fluid is A oil or maybe A grease. I was thinking it is coming from the thermal pads ??? I have build alot of computers ... never seen anything like this.
What I know.
the oil came from inside ..
their is no other oil in the case ...
their is no oil from any fans ...
the oil seems like is all heading down ... like dripping not spray.
I know caps can leak .. but this dont seem like what is ...
I think its the thermal pads .. but not sure.
anyone have any ideas ?

Never Overclocked , Used Wraith Prism cooler from my 3700x
(update) their is more of it on the back (but not as much) .. and it would line up with the VRM heatsinks .. but how would it leak threw to the back ?
