What setting is changing with C1E?

So, I understand what the C States and what C1E is...

What im asking is, when I uncheck C1E in RealTemp and this disables C1E on my system and sets my clock to max, what setting is actually being invoked?

I cant find a C1E setting in the Config ini... so what command is actually being changed?
