Whats the best overclocking utility for Windows?

You should use your bios. AMD Overdrive will work for you, but I don't recommend using it.

Yes one should never over clock using programs only use the BIOS !

Like others said, BIOS only trust bios as it overclocks and makes sure that your pc is stable as well

Well I use CCC to oc my video cards . I think you can get some of the video card tools here on this forum . Just look around you can find them in the DL section .

MSI Afterburner. Works with any card, and is the best of its kind. It also has a super lightweight video capture tool, as well as Kombuster, which is a handy gpu stress tool. Afterburner also has a wonderful custom fan profile.

For simplicity, user-friendliness and general all round capabilities, MSI Afterburner is the way to go.

For overclocking GPU I also use Afterburner

For CPU I use the BIOS to set the "outher edges" and RMClock for the fine-tuning in this area. It allows setting Vcore for every performance step, profiles, speedup on demand, etc pp.
You can find it here: http://cpu.rightmark.org/products/rmclock.shtml but their screenshots are sadly rather nonsaying; this tool can do much more and is visually more appealing, has tray-icons a.s.o.

I tried Trixx some time ago with all the other utils for GPU-tweaking. Personally I found it too cumbersome and too much wasted space and blong bling goofy UI. Personal taste

AB also had more options, so I went this way. Nevertheless I usually re-check if a better software is around after some time, so maybe something new has risen by then.

For my 4850 i use
AMD GPU to set clocks, i use GPU Z from techpowerup to monitor heat and ensure i have proper clocks set. I use Furmark to run stability tests, although Furmark really beats up your GPU, so it not the best to test on but i like how it runs in windows so i can watch my temperate go up from GPU Z.

ATI overdrive is not bad, but mine wont let me set it to the clocks i want, and i find it poor monitoring compared to GPU Z.

Way to not read the whole thread. Its more risky with a video card to do it through the bios than through software.
