I just found ASUS HD7850-DC2-2GD5-V2 is on sale at Newegg. But I hesitate to press the button, because from the review of ASUS HD7870-DC2-2GD5-V2, the cooler fans output high-level noise. I doubt if it's the same case with asus 7850.

It's a bit expensive for a 7850. I did not see people complain about loud fan noise in that card.
Why are you looking at reviews of 7870 when you're buying a 7850? Obviously the 7870 is higher clocked and runs hotter so the fans are at a higher rpm.

Thanks for input.
Because, it's hard to find a formal review of asus 7850, I intended to draw some information from the review of ASUS Radeon HD 7870 DirectCU II 2 GB, they have the same cooler.

You could use a program to create a fan curve. You could also look at an aftermarket cooler.

The 660 is a much better performing card though, even at high resolutions.
