Something with your hardware acceleration (video/gpu) seems off.

Did you try the latest chipset drivers / BIOS for this specific laptop? You can check the manufacturer website for any updates. This looks device specific.

Yup, the scaling. ^^

Set it to 100% log off / on and the apps will look clear again.

Depends on the screen. On my 2nd rig I use 125% as it's hooked to TV but on my main rig it's 100%.

I have my scaling at 300% currently but I've tested many out and I've never come across windows showing menus and text like that.

I increase system font to 110% works okay.
Browser I use it's zoom features to 120%

That looks like over-tuned software image sharpening to me.
What's the graphics chip used in that laptop?

Exactly I wasn't focusing on the not-pixel-perfect text, but rather the sidebar there with those artifacts.
