i ran ac brotherhood with a q9550, 4gb mem, and a gtx275 everything max 16x aa. a hd6850 almost as fast as a gtx275 if not faster faster

That's my theory. It's probably just a CPU-reliant console port, so a weaker CPU is going to have bigger performance hits than something optimized for the platform :/

Depends if there is an overclock involved on the OP's system. In which case, I don't beleive there is. Even still a tri-core 3.2Ghz cpu should be plenty enough.

anyway, its like I say, I had a similar problem and the solution was to change the PSU. Can you try another PSU chase?

I am beleiving it has to be poor coding with the game itself. I have yet to try the game on my own system so can't pinpoint exactly what the issue is, does sound to me like drivers though.

I just tried all of those PSU calculators for my system, and according to my APC RS-1200 UPS (it's got a whole console showing power draw) is about 400 watts with a gaming load (civ 5, it taxes CPU and graphics) and that's no where near the 1200 watts Newegg wants me to buy!

I helped a friend build a rig with the same processor and one of my 4850's and I play Bad Company 2 with him every other night. If I remember correctly, this tri-core is differentiated from the Phenoms by the fact that it has no L3 cache, but, to date, he has not come across a title that he couldn't play at an acceptable level of quality: the processor is fine.
