Will 7950 have tearing performance along with my this rig?

Guys,I have a 18.5inch led monitor.
My config is:
PRO:i5 3470
Ram:8gb ddr3 1333
PSU:550watt
MOBO:gigabyte b75 d3v
1)I am planning to buy 7950.a tech frnd told me that if i buy it will give me tearing performace cause i have 1366*768 RES. with 60 fps or hz.so the gpu will send more fps than needed that time.it will destroy gaming experience.is it true?he advice me to get 7850 2gb.
2)what if i set it 75hz?will still do prob?
3)Does powerful gpu more future proof?for example if 7850 protects 3 years of playing game smoothly than 7950 will protect 5 yrs,7990 will protects 7-8 years.M i right?

It shouldent cause tearing although if it does you can simply turn on V-sync and problem solved,as far as using a 7950 @ 1366x768,just dont unless your planning to upgrade your monitor real soon and if your mean "protect",that it will max every thing out for the next 5 years, no it wont and no other Gpu currently out on the market will either just buy a 7770 if you dont plan to upgrade your monitor.

From this comment it seems as if your friend doesn't know his stuff. Why the 2gb version with a low resolution such as yours?

The more powerful GPU will last longer in terms of performance.. Obviously.

Get the 7950 or the best card you can afford.

if you see tearin just turn on vsync. also no need of spending more money on the 7950. just get a 7850. it should be more than enough for your resolution

How much tearing you get is dependant on two things, how well the game is coded and how well your LCD display handles frame buffering. The GPU doesn't really have much to do with it.

This thread should also probably go on the ATI Hardware board.

Ummm ... no. Tearing is caused by incomplete or partially complete frame buffer data sent to the monitor on its refresh cycle which is byproduct of turning of V-Sync. If the Graphic card output frame buffer is synced with the monitor refresh you will never get tearing.
It has nothing to do with the game coding or the LCD monitor.

Sounds like BS to me because some games obviously cause tear much worse than others. I can play some games with no vsync at all with little to no tearing, while with others it's a must to have on or you get constant tear. Even the FPS cap associated with VSync can vary from game to game. I've also seen some displays that are MUCH more suscpetible to tear than others.
