Windows 10 pro will not shutdown or restart. Gets stuck

I tried to shutdown and restart my pc but both times they STUCK! I left it for 15 minutes and still had to force shutdown

Usually a sign of memory going south. Try booting using one stick only (and change the stick if you have to).

When you say "force shutdown" you mean you hit the power button?

Try from a CLI:
shutdown.exe /force

i thought it might be worth mentioning:

The OP has another thread that is likely related to this issue which is regarding CPU and hard drive usage spikes that may help when trying to figure out this issue .fwiw. could be dying RAM, or HDD possibly ?

Do you have Hybrid sleep enabled or disabled? On some machines it may cause a conflict with Intel's ACPI driver.
Try updating the chipset driver for your motherboard, or disabling Hybrid sleep and Hibernation altogether.
Also, try disabling Fast Startup in Power Settings (Power&Sleep > Additional settings > Choose what power buttons do)

Can't see it on a screenshot, but there should be a set of checkboxes right below button settings. Uncheck "Turn on Fast Startup(recommended)" and reboot your PC.
Also, if Hibernate is enabled - uncheck that too.

have you take a look at msconfig?
try to disable any background or process that you dont need then test again
