Windows 10 Restore section upon restart?

Uhh Hi guys.

So upon a restart Windows 10 Loads everything I had upon a restart. I don't like/want that. I've searched/Look everywhere with no Answers. I've tried MSCONFIG/CCleaner with no help. Please Help...

What build of Windows 10 are you using?

This was a "feature" added in the Fall Creators Update(1709), but I believe they removed it in the April 2018 Update(1803) because too many people complained. I'm using 1803, and it doesn't re-open everything when I restart.

I'm on 1803 o_O how to get 1809? The creation tool says 1803...

I think you have to set it prior to restart.
Oh...no..I was thinking of recovery options..
I don't have that issue except sometimes for opened chrome tabs
