Windows 10 Scaling getting forced on games?

Is this a thing?

I have terraria set to full screen and 4k in its video settings. GPU software says its 1440p at 125% render scale?!?!
 
Red Dead, American Truck Sim and AC Valhala, Forced ?, don't use it if you don't than to, how ever it can be a good way to get a little more visuals out of a game without upping the resolution.

EDIT: if i remember right Beamng has it too.
