Windows 7 (64-bit) is "not responding"?

So I've been having this weird problem for a while. It happens rarely - like once a week - but it already occurred three times, meaning it's not going to go away on its own.
The first thing that happens is that the browser would not load any pages - tabs just remain / turn to white and would just get stuck in "loading".
No other programs would run. If they're already running and you try to execute any action - say a virus scan - it will not be responsive, or if it starts it will be permanently stuck at 0%.
Not sure about Win Explorer atm, but I don't think it would display folder contents.
Ctrl-Alt-Del and all other KB shortcuts become unresponsive, so you can't run task manager or any CP items.
Eventually I'll get this message http://imgur.com/a/2i5qO in the corner and if I press End Process nothing will remain on the screen, but the wallpaper.
What's weird is that I usually have an online game (Black Desert) running in the background or in the foreground and it has no issues and never crashes until I try to quit it. Once I just kept playing for over an hour after absolutely nothing else on my PC worked.
What's even weirder is that after rebooting there's NOTHING in the system event log that relates to this.
I've never encountered anything like that over the years... The hardware is clearly fine - I've run all kinds of tests, plus this PC is usually running 15-16 hours every day without any other trouble.
Anyone's got a clue as to what might be causing this?

Which browser is it? Also disable all browser extensions and see if the same problem still occurs.

I had a similar issue but mine was because i was using mismatched ram

This is a problem that persists entirely throughout the PC correct? Not just in web browsers or any particular program? Just to make sure I'm clear

If so, try running sfc/scannow in an elevated command prompt, and see what it comes up with

Also what antivirus do you have?
The way it's so widespread it almost sounds like A failing hard drive, but ofc its just a guess.
