I believe that it is included with Windows Live Essentials (in Windows Update).

Yea tried that looked HORRIBLE dled windows movie maker 2.6 (don't know if its the newest though or what not lol)

If 2.6 is anything like the Vista version, the 1080p encoding doesn't work very well. For some reason it uses 1440x1080. Try using the larger bitstream 720p.
