You cold try Outpost although it's payware but you will be able to block a app from doing one thing but allow it to do another. + a shed load of other stuff too.

I use PC Tools Firewall, freeware and pretty good.

I use PC Tools too, good piece of software.

I found this on through google for Windows Firewall:

Click Start>Control Panel > Security > Windows Firewall > Change Settings, and click Continue if prompted by UAC [Windows Vista].

2. Click on the Advanced tab.

3. Check the applications that you want to unblock and Uncheck the applications that you want to block.
