Wizard not setting clocks properly

The problem is that it only sets the Clock info 03, but it doesn't Clock info 07 (marked with red). I was banging my head on why the hell it doesn't raise the clock during UT3 carnage and the framerate goes down and down to the ground as it seems to want to push all the 3D on 300/500 clocks with 2D voltage.
It did for RTHDRIBL in window mode, but did not for UT3 or Defense Grid. So i went and inspected the setting and the Clock info 07 was the reason. After manually entering proper values in the RBE, it's now clocking properly even in UT3. Is there some trick i'm not aware of or is this just a plain and simple bug? Also underclocking doesn't seem to be set right either. It just sets the throttle (when overheated) clocks, not the 2D ones even though it says it will do that (but it doesn't).

Windows Vista Home Premium x64
Sapphire Radeon HD4870 512MB @ 800/1100
RBE v1.25
GPU-Z 0.40 and MSI Afterburner 1.5.1 for monitoring
