XP Startup - Shutdown removal

I'm having some issues with my roommates shutting down my computer while it is at the initial login prompt. I can't quite figure out how to remove the shutdown option from the classic log in box.
The shutdown option is as pictured

Anyone know how to disable the option?

Benchmark Scores Its fast. Enough.
Local Security Policy, Go to Local Policies, then to Secuirty Options, then change the Shutdown: Allow system to be shutdown without having to log on, to Disabled.



We had a secretairy that kept rebooting her PC every day and insisted that she had to clean the old files every day and defrag....bla bla bla. Her PC was connected to our main printer and she never listened, so I prevented her from running any software, shutting down, and doing anything but her job.
