We believe that the HCG-620 is not ATX 2.31 compliant only because it is a single +12V rail PSU and the specification requires at least two +12V rails.

All cables are hard-wired and fully sleeved up into the housing of the PSU. Cable length is sufficient and the distance between the connectors is very close to 150 mm, a value that represents the recommended minimum harness lengths for general-use power supplies according to ATX 2.31 (p. 4.2.2).
