Needed to build a quick PC for someone to play Minecraft and I didn't have a am3 cooler on hand, but had this dell optiplex stock cooler. It's either the best cooler in regards to size-performance or the sensors on the mb and CPU or windows are way, way off:)

It might be "thermal margin" meaning it's close to throttle point.

So it's depending a false temperature?
The software is just reading the tCTL signal backwards, which happened a lot on those types of processors.

FX wasn't accurate under a certain temp, something like under 30c or thereabouts due to running off an algorithm instead of a direct temperature reading.

The rest of the sensors are way off because they don't exist and the monitor just displays any number usually at the peak of the range available to the monitoring program.

Hope this helps.

On an FX the reported CPU temp is 15-20 C lower than the actual one when idling. Mine is currently showing 11 C in a 26 C room.

If you want to check whether the cooler is appropriate, load the CPU to 100% with a synthetic benchmark for a few minutes. The temp will be reported accurately then. As long as it stays below 70 C, you're good.

I'd also recommend using HWinfo for monitoring.

Yeah, I tried r15 on it and it stayed under 60, but in a considerably lower temp room, about 18 degrees:)

You can use one of the AM4 stock coolers on that board. Same clip retention. Have one on my FX-6300 and it stays nice and cool even overclocked.

Yeah, that might be a good idea.

In a normal 25℃ room in the middle of the night, my FX-8370 would dip to ~7℃ in the middle of the night at idle and that was accurate on a Biostar TA970 board. On a Gigabyte board it doesn't happen. Some chips were better and some power designs were way better than others. You aren't able to tell just from looking at them either. It's a total circus.

One thing though, no matter how good the cooling, you're gonna have issues with that passively cooled chipset if overclocking whether it's the 880, 970 or 990. Also the memory controller still kind of sucks when it comes to 4x DIMMs which is another reasons I haven't dropped $40 to max out on G.Skill Sniper but when it comes to gaming, I'm kind of done with it anyway. It's great for VR and if you can manage the CPU and chipset temps at ~40℃ max, the rest doesn't matter. You good.
