Weird Monitor Issue

So recently I upgraded a video card from a reference 560 TI to a MSI 7950. After I got video card drivers installed and restarted computer, I noticed a weird discoloration on the screen that sometimes is accompanied by somewhat visible flickering lines. This issue completely
goes away if I do the following:
-turn monitor on and off
-change monitor from digital to analog and then back
-disconnect the power cable or cable to the video card
BUT comes back after every restart.

I thought it might be the cable or power cable, but doesn't make any sense because it goes away if do any of the things above. Nothing will make the issue come back unless I restart.
I realize I can just do the 3 above things to make it go away, but it's kind of annoying to have to do it every restart or power up.

Anyone have an idea wtf is going on here?

Did you remove the Nvidia drivers before installing your MSI 7950? [this will assist the TPU community]

Hi Law-II, thanks for the response. The monitor I'm having issues with is the Samsung 245BW. The MSI 7950 was installed on a clean install of Windows. I don't have any pictures right now but it's almost like most of the screen is on 32 bit color, but there's a bunch of pixels stuck on 256 colors and are semi flickering.

My second monitor is on the same video card and does not have this issue. I tried only having the Samsung on the video card, same problem. I tried swapping cables, same problem. And like I said, problem completely goes away if I turn off monitor or switch it to analog and back again.

Did you have both monitors attached when you had the reference 560 TI installed, are you able to test them with this card installed to see if the Samsung 245BW show the same corruption.

Do you have access to another PC you are able to test the Samsung 245BW on to see if it exibits the same corruption?

Are you able to borrow a second monitor to test while your other good monitor is attached?

Just to confirm the Samsung 245BW shows corruption on either DVI-D to HDMI or HDMI to HDMI connection [single monitor]

and if you have the other monitor attached on either DVI-D or HDMI, the Samsung 245BW exibits the same symptoms. [if so it may be a EDID issue http://en.wikipedia.org/wiki/Extended_display_identification_data]

Do you have drivers for the Samsung 245BW installed http://www.samsung.com/us/support/owners/product/245BW

EDIT: One thing you could try

set a system restore point

raising the 2D clock by setting a profile in the ccc xml

open catalyst control centre [Preferences-Advanced View] select - performance/AMD Overdrive (leave this option open)

go to Presets/add Preset;Fill in Name e.g: Default vid OC /Location remove all ticks;select Save

NEXT

Goto Control Panel\ folder options/view - select - Show hidden files and folders

NEXT

open Computer/ explore C:\Users\*Your user profile*\AppData\Local\ATI\ACE\Profiles/you should see your newly created Default vid OC.xml

NEXT

Highlite - Default vid OC.xml - press right hand mouse button - select edit

Example - Feature name="CoreClockTarget_0 [Note this may contain either two lines or more it is the lowest value that requires adjusting]

<Property name="Want_0" value="15700" />
<Property name="Want_1" value="55000" />
<Property name="Want_2" value="85000" />

raise the Want_0 value from 15700 to 40000 [40000=400Mhz]
this will adjust your core clock once you are in the windows enviroment and allows you to continue using AMD's Ulps settings.
