Thanks for your confirmation, I get exactly these flickering horizontal lines and most of the time in my web browser just as you do, and woot :D they have the new 2014 catalyst drivers, that is awesome, will try them out and report if the issue is gone. :)

Yea, I have installed on clean Windows 8.1 x64 the latest catalyst available from amd.com for my APU. By clean windows 8.1 I mean I did a clean install few days ago and installed the latest catalyst available and haven't reinstalled any drivers after that.

Nope there are no other fans, it's only the CPU fan that is. Maybe I should wait for the low temps in my room to go away and see if it still gives me the same loud noise at startup. But for that I'll have to wait for the weather to get better. :) Edit: This morning it didn't cause any loud...

It's an AMD CPU A8-6600K black edition and the fan is the stock the one that came with the CPU. :)
