New update: Received replacement motherboard, thinking that was the problem. It wasn't. Same issue.

I finally got some new thermal paste, cleaned and re-applied, re-seated CPU and fan, no changes. Still no beeps on start-up, though it does boot and run. Any indications as to whether it would be a problem with the mobo specifically or CPU specifically? Looks like one or both will have to go back.
