i had a 9650 in about 4 or 5 of those boards and they all worked and overclocked well with stock bios, i would try the 9650 in another known working systen to see if u can get a post.

edit: i just reread a few posts up, and u said u had mis seated the one cpu, check your pins and check your seating of the 9650, other than that i would strongly suggest to test the 9650 on a known working system to eliminate the possiblities.

I put the old CPU in and the computer turns on but the fan on the heat sink doesn't spin up.

Ugh.

p.s. The chip wasn't set in the socket properly. The old chip is working now.

Does the fan spin up when you put the Q9650 in? :ohwell:

I misseated the old CPU but I reseated it and it's working fine.

I'll see if I can find a system to put the new CPU in.

The pins on the new CPU are fine.

i meant the pins in the socket, but if the other cpu works i would suspect the 9650 might have issue's. if u want i can mail u a known good motherboard(asus p5q)

and you can try, then just mail it back when you are done.

does the mobo support the wattage of the new chip? are you using 4 pin or 8 pin cpu power connection?

chances are the cpu isn't getting enough power(^^), it's not making proper contact (check pics/mobo, seems like you did this), theres a short circuit (check for tim on socket, on the chip, pins), or mobo flat out doesn't support the chip (this has been ruled out)

the fan not spinning up could be indicative of mobo not seeing the cpu, as in dead cpu or no proper contact.

it is very possible to have a dead cpu..

No, the fan doesn't spin up.

But you're using the same fan you did with the E6300 aren't you? If the wire of the fan is plugged into the motherboard it should spin up...

Edit: I just noted your quote below, it doesn't look good. I mean your fan isn't working neither with the E6300 nor with the Q9650......

I put the old CPU in and the computer turns on but the fan on the heat sink doesn't spin up.

You're not connecting it properly. Hopefully you haven't burnt any components yet... :/

The old CPU (E6300) is working fine.

I cleaned the contacts on the new CPU and the fan on the heat sink spun up briefly for about 5 seconds and then it shut down. That's the closest I've come.

The best advice I'm sure anyone can give right now is that you need to test your CPU in a different computer with a compatible motherboard to see if it is a defective CPU. What you do after that is up to you.

When my other rig with a defective PSU stopped powering up my system, I went to a local store and purchased a new PSU and made sure to check their return policy. If you don't have to pay a restocking fee because you opened the product, then I would say get a new motherboard or even cpu that is equivalent to your Q9650 and test it in your rig. Then return it and say that the product you purchased was not compatible with your computer, you get your money back and you get to test your setup again with brand new hardware. Its a win-win.

Yeah, it looks like that's what I'm going to have to do.

Hopefully if it's a bad chip I can get a RMA.

Is there anyway I could have fried it? I was overclocking my E6300 and had the voltage at around 1.38. I didn't reset the BIOS before installing the the Q9650. Could that be an issue?

that could be the culprit, try posting at default , depending on the fsb, put it all at default in the bios and try to post. if your using diff volt/clocks with the dual and just figuring the quad will post cause thats stable on the dual will not do with the quad, quads in 775 socket take some fine tuning, gtl's especially. and more voltage on the nb, once u start oc'n.

Resetting the BIOS to defaults would be the last thing I would try. Not a bad idea. However, I don't think 1.38v would fry an Intel board seeing as their maximum recommended voltage for CPUs is 1.35v

However, boot into your BIOS and do a full reset to defaults and try restarting again with the Q9650, I think that might be your last resort before doing what I suggested.

ive had, like i said 4-5 of these boards, a few of them sub ambient as you can see from my avatar, was actually a 9650 but on ss cooling. a 9650 with less volts than your 1.38 at 4.5 almost, i wouldn't think would have any problems. once again if can get post with old chip but not new, i would try to test the new in a known stable system.

The person I bought it from said he tested the Q9650 just before he sent it and it worked okay.

I want to try one more time before I give up.

Say I'm starting from scratch with my original set up, and I have my new chip in hand. What should I do in sequence?

well if u can get that system to post with the other chip the only thing you should need to do would be to swap out the chips, replace tim, clean the old tim off the underside of your cooler, and remount the cooler, and try for post, possibly clearing the cmos to default.

I tried it in another system and no go. Dead chip.
