to the op. you might have to recover your cd key from your old windows installation. thats why i recommenced installing the same version of windows 7 on the new partition. this is perfectly legal. you will need an app that can retrieve your key for your new installation. sense you will be installing on the same motherboard your key will still be 100% genuine for as many times as you install windows on THAT motherboard. thats not my own saying thats Microsoft witch allows you to legally install using that key as many number of times on that mobo.

i have done this on OEM PCS that dont have a key on the side. so i dont need to buy a key for the pc because it already has one you just need to access it

you may need to flash the bios's on both cards to insure they are identical...
and assuming hes not swaping a whole mess of hardware he can just backup his existing activation token

well look at it this way, OPs i5 is running 100% on both and on one card. OP gets new cpu. Gets better results but not what he was looking for.

Op gets multiple suggestions to check PSU and it appears fine. Its then suggested that his bios for each card might be different and he should flash, haven't tried that yet but both gpus do have same version as shown in gpuz screenshots.

Next we have the process manager and cpu usage when not in game. this all appeared fine and was covered.
it was suggested that he swaps gpus and see what happens cant recall if this has been done yet.
then we have the new windows attempt to see if its a driver conflict, waiting on results.

So if the fresh copy of windows doesn't fix it then we have annihilated that part and can move on or if op wants to try the bios flash possibility first then that should be definitely checked out too. he could also check that the cpu cooler and gpu coolers are on correctly.
then at that point its either amd driver problem, or a hardware problem elsewhere (damaged board, gpu, harddrives ext.)

so after all this, anybody else got any suggestions that it might be?

Dont mean to hijack this thread, but i get the exact same issue on my 290x's.

Im running a 3770k and upgraded my mobo and PSU thinking they were the problem.

both cards run great on their own, but crossfire gives a real unstable feel with poor fps and stutters.

My GPU-Z looks fine and benchmarking programs like Valley and Heaven seem to give an increase in performance but games struggle to take advantage.

Running at 144 fps, i need both cards to be running at their best.

Maybe its a driver issue, but i have tried multiple versions using the correct procedure.

Would it matter which type of memory the cards use? e.g Hynix or Elpida? 1 card is Hynix and 1 card is Elpida.

In Furmark, when i first start the bench with both cards enabled, i am reaching up to around 140 fps. After about 10 seconds, it starts to stutter and skip dropping the fps to the 80's and and bouncing around to 100. It looks to me the 2nd card is causing these skips as its not solid 100% What could be the cause?

Although this may be unrelated, in my experience the variance in GPU % doesn't really tell you anything unless it's abnormally low and then suddenly 100%. Multi-gpu setups can run from 30% usage on each card, up to 100% on each card with all manner of variations in between. It could be 46% on the first one and 73% on the second.

The different memory is not relevant, however I know Elpida memory has gotten bad feedback. IF you run each card alone, do they perform the same?
Do you have ULPS enabled?
