Failure to downclock at idle

Have a MSI Z97 GD65 motherboard recently installed. Thing is, even at idle my cpu is hitting 50% usage and 3.4ghz. No Overclock. Speedstep enabled. Checked with Process Explorer seems like a file MSicpuservice.exe sometimes ramps up the usage. Any suggestions on how to fix this?

+1 to Malwarebytes, I would also add to that go to www.ninite.com, install Malwarebytes, and all the run times, at once.

Edit: MSicpuservice.exe.... would definitely get after that process with Malware scan. What all do you have on your system to handle malware? Usually MBAM (MalwareBytes) can take care of most user's basic needs for a manual scanner.

Uhh, if you're CPU is loaded to 50% it's not idle.
I think what you mean to say is that while the computer is seemingly doing nothing, the CPU is getting loaded to 50%. I would run some anti-malware if you don't know what that process is. You can always try killing it, but that's a gamble.

Uninstall MSI command center utility. If you're not overclocking, you don't need it. If you are overclocking, do it through the bios. Speaking of bios, make sure yours is up to date.

Use "adaptive mode" for the cpu voltages, and enable the vrm spread spectrum. Also, check the windows power options and make "minimum processor state" to a low value, like 5% or something. But the 50% CPU usage should be investigated through the task manager first, and then tell us what's doing all that background work.
