I'd do a driver sweep and re-install the latest driver.

(a few "brainstorming" suggestions...)
try reducing the speeds on the 7970 to stock...(yes the are OC'd from the factory but...) then try a clean install of win7 (use another HDD, to make it easy ), if that still causes the problems, test out another Motherboard... (well, 2 7970's are worth at least 1200$, the cost of a new Motherboard is cheap...) try a 64bit os...
