Are occasionnal frametime spikes normal?

I see you've moved on. But for anybody else looking to fix similar things:
- Free thirdparty antivirus software. Get rid of it. Unless you swim in shady websites, Windows Defender get the job done.
- Don't forget that your storage can cause these kinds of issues too.
- Powersaving settings can cause this behaviour as well.
- Older single threaded games can have issues no matter your hardware.

Disabling hyperthreading is a great way to turn your i7 into an i5. Don't do this. If disabling it have that drastic effect on your loadtimes, your pc have more issues.

Just want to give my two cents as well: Bad RAM timings / refresh cycles / settings can cause this, especially on DDR5 which is currently a very temperamental platform. It wouldn't hurt to run MemTest86 bootable for an hour and see if any errors pop up. Degrading IMC's due to insane System Agent voltages at stock on older platforms is a real thing. I remember my 10900k shipped with 1.5v SA default on my ASUS board.
