Checking around, I found what appears to be the release notes for Catalyst 9.11. So, I'm guessing you need these new drivers in order to get the hardware acceleration of Adobe Flash 10.1.
I've been rocking the official 9.11 catalysts for linux for about a week and they seem stable as a rock. Hope the windows ones'll be good too!
