This file is part of the .NET Framework. Try un- and reinstalling that.

Which one? Ive got 1.1 and 4... 3.5 recently caused a BSOD loop and a system restore only fixed it. Would reinstalling that fix it?

3.5 is shipped with Win7, so I'd say reinstalling that one should fix it.
If not, try 4 too.

Yep that fixed it. Without CCC my graphics cards werent cooling themselves... Hit 70 degrees Celsius in WoW.
