Edit: I opened up the PSU to see if there was anything obviously wrong, and the wire that goes to pin 20 on the 24 pin connector is not connected to anything inside; iI looked up a pinout and it's supposed to be -5v. I can't find where it use to connect inside tho...how strange.
Actually, that is completely normal. The -5V rail was used up until ATX1.2 spec, where it was made recommended but not required. Subsequently, it was made obsolete (but not forbidden) in ATX1.3, and it was completely cast out in ATX2.0. Your PSU is ATX2.3 and EPS2.91 compliant, so it naturally doesn't have the -5V rail.
That rail was used for old ISA expansion cards, so there's not much use for it today.
