I said struggle with, as in not perform as well as a decent dual core. You'd have to be pretty out of the loop to not know that there are as many if not more budget build video guides suggesting an Intel dual as there are suggesting multi core AMD chips.
You can also tell by the plethora of complaints on many recently released games that in general there are more performance issues with AMD CPUs than Intel regarding budget gaming PCs.

If you had any sense you'd pay attention to what's being said and just install the dual core fix for your friend instead of judging the chip based on your boo hoo, it doesn't work diatribe.
If your friend had any sense he wouldn't have asked someone that has to ask for help, then ignores it, to build and work on his PC for him. That is always a recipe for disaster. Kinda like the blind leading the blind.

Sure, tell someone to go for intel budget setups with less than an i5 (second gen on) and they will struggle a lot to max things out decently when DX12 becomes standard. Good advice for the old generation of games, yes, but that's it.
As to FC4, the OP shouldn't worry that much about which same price range cpu he should get. Equivalent (price-wise) Intel and AMD systems struggle likewise in order to handle that game, if you take a brief look at online fora. So, in that case, the more cores and frequency, the better (considering the price range and "future-proof" philosophies).
True next generation games like Shadow of Mordor, GTA V and even BF4 (with mantle) prove that the wiser budget pc is definitely not intel-only anymore (and possibly the 8 cores+ ones).
Mandatory multi-thread optimization is right in the corner, we better try alleviating the good old per-core performance craze.
I'd advise getting an octo-core cpu (clocked at 4GHz+) instead of anything lower than i5 for those who want a reasonably more future-proof budget box.
Just a broader, less simple minded advising approach.
