Intel I7 980X
2X XFX HD5970 Black edition
12gb of ram

In the FFXIV control panel (not in-game) turn off ambient occlusion. That's the only setting my 5970 can't handle (because it is a complex item to apply, and the devs have got a very poor implementation of it at the moment). If that's disabled and you still get FPS issues then it's due to a memory leak in the game (there are a couple) and there isn't much you can do other than restart the game when it starts getting bad. Also keeping AA lower than on other games (mins is at either 2x or 4x, can't remember) which helps a lot with the fps lag spikes (if it happens worst when there is a lot of foliage around then your AA is too high as they apply AA to all foliage).
