Your Motherboard does not share its cpu speed and because you have a graphics card installed it does not share memory

You need to tackle this shops advice with a computer literate adult ( for support )

you need to keep in mind when helping somebody you need to take there ability/level of understanding into account
if the op starts messing around with the PLL hes gonna either crash the system or burn something up
his initial post told me that much

hello guys. today they picked up my phone and they said that it supports till 3gb ram only and the cpu speed they are saying is a bios problem and i dont know what they said to open bios and they will update. i dont know they said that i should update bios.
 
BIOS won't fix it. Listen to @OneMoar .

OPs board is powered by Intel 945 chipset, which supports FSB 533/667.
The only solution is to replace the board with 965-series or better.

@Sunehildeep did you buy this PC pre-built from the local shop?

Edit: If I remember correctly now, the original motherboard is replaced with this new one.
Who recommended/replaced it for the motherboard you have now?

my previous one died thats why i had to put new one. yes i bought it from a shop.

Did you let them know that you needed a motherboard for intel e2200 CPU support?
Or did they pick this motherboard for you after they checked your pc?

Edit: you have to return this motherboard and you need one that fully supports your CPU and your 4GB of ram.

problem most likely lies with the off-brand motherboard. My guess is the mobo is not able to supply enough power and so the CPU is clocking itself down.
BIOS might be badly written as well.

His motherboard (945 chipset) does not support 800Mhz fsb

@Sunehildeep needs to return this motherboard to the local shop and needs another socket 775 motherboard that supports this CPU and 4GB ram.
His current motherboard only supports (strangely enough) 3GB of ram.

Problem is most people go looking for very cheap. And this is usually the result. However, regarding longevity some local companies do make nice cheap boards that last 4-5 years but those were back in the old days.
Some stuff are are mostly made by breaking down old good name boards and using their parts and such.
