MSI Ventus 3x plus OC RTX 3080 LHR 12G has power problems

I dunno what is going on with this card but gpu-z shows that it draws 100-105w from pcie x16 3.0 while at the same time can't draw more than 33w from each 8pin. Basically overall performance is power limited to 165w and I don't know what to do with it as I bought this card used from FB marketplace and there is no warranty

Do you have any overclocking software like MSI afterburner installed? it might be power limiting it.
What card did you come from?
Fresh install of up to date drivers?
Does it have a physical BIOS switch on the card?
System specs will help us too, especially PSU.

I bought Lenovo P520 Workstation. Just downloaded manual from lenovo site and RTX 3080 in the list of supported GPUs there. It comes with 1000W Platinum PSU. I connected two 8pins (not 6+2). The card is is capped 33w from each 8pin. I tried on my friends system (Ryzen 5800x Seasonic 850w PSU) and card acts exactly the same.
Fresh Windows 11 Pro for Workstations install. Latest drivers installed with nvcleanstall.
No BIOS switch on the card.

Xeon W-2235 32GB ddr4 quad-channel 1000W psu

There actually seems to be a problem here...
I don't think it's really drawing those watts but the card is definitely cutting. to avoid possible problems and since it is an expensive gpu you should have someone look at it (gpu repair service).
I would like to have a gpu with this problem to do with it some experiments.

The GPU was connected to the monitor with displayport. Tried HDMI and it doesn't work at all. Only do ports are working(((

also check that firmware is correct, I wouldn't want some idiot who does crossflash to have tried something stupid here.

Whatever you run is only using half the GPU pipeline so to speak for the lack of better understanding example Starfield. Ah it's Cyberpunk

it seems correct, so the problem is the value on sensor which is why it cuts the frequency.
as well as the HDMI port not working and maybe more.
I recommend you have it looked at by a repairer in your area.
