PC Slowing issues

So, my PC is acting odd.

I have a 4770K with a Corsair H100i.
16GB or Corsair LP 1600mhz RAM
Win 7 Pro x64

Running TS3, my PC will slow, stutter, and generally act like it has frozen until something finishes doing what ever it was doing even when it does not respond to keyboard commands. Virus scan comes up empty, Malwarebytes same. SAS, same. Spybot, Same. Rootkit scan, Same. ESET online scanner, same.
If I am lucky sometimes closing TS3 fixes it. Most of the time I don't get to the process in time.

I went back through my Event Viewer and found a few errors around the time the issue seemed to pop up.

I saw the Intel Error at least 30 times in the last day on Event Viewer and the DCOM around 15.
Steam errors show up most likely from me running the BETA client and receiving multiple updates per day.

NCS2Prov.exe is related to Intel disk controller drivers for AHCI and RAID which could cause issues with the other two. I would install the most recently version of Intel RST drivers.

I updated it. Windows now boots slower by alot.
I am using an SSD for Windows and here is the SMART data from SSDLife Pro
