Picture at tv in wrong place

I have Sapphire's Radeon 9550 128bit 256MB graphics card. I can't get tv-out to work properly. The picture in tv is too high. Even if I move it as low as I can from display properties there is still about 2cm black horizontal line in bottom. I can't find a solution to this. My tv is quite old, could that be a reason. I use RCA for video, but I tried svideo also but it's in the same place. All the tv modes (pal, ntsc ...) are positioned the same. Is this card broken or is it just software thing?

EDIT: I flashed my bios with same bios, except I changed TV Initialization standard from NTSC to PAL, still same problem.

I remidied my situation (it was just like yours) by enabling Overscan. It makes the image look like any standard signal sent by VCR, DirecTV box, etc. The cost is that you lose about 5-10% of the picture around the edge of the picture.
