Problem with Sapphire 7970 Dual-X: the desktop moves for half a second..

Hi guys. Few days ago I got a Sapphire 7970 Dual-X and since the first day I noticed this strange problem: sometimes, for half a second, the desktop "moves down" and the bottom part go to the top, then it immediately return to normality.. I made this draw to make it easier to understand:

I'm using W7 x64, I formatted the PC and installed the latest drivers but this problem still happen sometimes (I haven't tried to play some games to see if the problem happen when in gaming sessions too). I got a new monitor too (BenQ GW2460HM) but when I used it with the onboard VGA or the PS3 I never saw this problem show up, so I think it's caused by the VGA.

Any clues on how to solve it? Thanks.

I would maybe accuse Browser Hardware Acceleration of being the problem. And then I would right-click the Windows Task Bar and ensure "Lock the taskbar" is checked.
