Ok so I have a Maximus VI Impact motherboard firstly, and I am upgrading from an XFX HD 9650 which works fine.

I have already tried forcing PCIE and disabling Secure Boot. Power plugs are inserted firmly.

When the card is plugged in, I can boot into onboard graphics just fine, but BIOS and Device Manager don't see the card.

I've gone through two of these now, each had the same problem and the seller is sure they work fine.

Try pushing the sapphire switch switch next to the CFX connectors, its a toggle for UEFI bios and bios modes.

Also please fill out your system specs so we can be sure everything else is in order.

Ok then the short list, I'm assuming yes to most of these but just to be sure.
Otherwise if this single model of card is not working with your board it seems likely that its a defect that Asus or Sapphire would need to address .

Have you tried other PCI-E slots
Do you have a decent 500w or better psu with real PCI-E power, no adapters.
Reset cmos ?
Are you 100% sure that the card is undetected by windows or any OS and not just driverless or unknown in device manager, safe mode, live linux ?
Do the fans and or lights on the card power up at all ?

Also what Law-II said

I did notice that the metal bracket tabs on my Sapphire 280 were a bit longer than my 6870s and needed to be bent very slightly them to slide into the case and seat the card.

Not power savvy but the ZT 750W should have a solid 12V rail

Bios is latest version

Card is firmly in place as are power connectors

Dont have another system ATM unfortunately

ITX rigs only have one PCIE slot

PSU is fully modular with dedicated PCIE connectors

Already CLR CMOS many times

Under PCIE.DIMM POST in BIOS, the PCIE x16 slot is empty, nothing shows up in Dev Mgr

Lights/Bios switch button/Fans all light up like they should

EDIT: To your addition above, my case uses a flexible PCIE riser card to fit the GPU, so seating is a non-issue.

Hmm... Maybe the riser itself is an issue?
I generally won't trust any extenders on high speed buses like PCIe, and especially if the card expects to pull some power off the PCIe slot.

haha, give me a sec. MAYBE i can position the card directly on the PCIE slot for a sec.

EDIT: eh thats a no go. Still, if CyberPowerPC can rise a GTX TITAN in the same case I dont see why I can't rise a 280x

Okay. Does the card have two 8-pin power jacks or just two 6-pin? Are they both connected to a PSU?
IDK, some cards require they have both of the 8-pin plugs connected.

I was so stupid as to (semi?)-brick my new R9 280X yesterday, so yeah... not the best days for me either.

I found something there is an option somewhere for legacy mode or to disable UEFI try playing with these options, also be sure to set the PCI-E to primary display and iGFX to secondary when doing this.

Yah your post is right under this ;) The card actually uses 1 8pin and 1 6pin. Will try Batou1986's suggestion

Fiddled around with the boot settings, no dough though. :( I wish I had a spare computer to test with.

At this point I would contact Asus support.
Testing in another computer would only show if the card works and I highly doubt you got 2 defective cards.
Especially since the system boots without errors, if the card or power was bad it likely wouldn't post at all.

Thats the thing though. When the card is plugged in, the computer acts like nothing's there at all, and just boots with onboard.

Yeah, I'll hold on to the thing, maybe test it out at the office and eliminate possibillities

Take your motherboard out of case. Place on non conductive box, with power supply, hdd, odd,kb,mouse, ensure you shove your video card in squared. Ensure you plug monitor straight into video card.

Update! I dismantled the entire rig and removed the PCIE Riser, and the card is now working 100%. So... Now I'm stuck with a functioning rig with no case... Any idea on how I can get it to wok with a riser again?

Have you tried it with the riser now outside the case?

May just be a bad riser.

looks like it is a bad riser. Running on it now after bending it back and blowing, but I'm gonna need to shut down lest it blow my graphics card.

By the way, can a faulty PCIE riser damage the graphics card? Should I shut the rig down immediately and replace the riser right now?

Would be a good idea to remove the damaged / faulty riser as the vga card is drawing upto 75w power through this from the PCIe x16 slot

Well at least you found the problem
Maybe the riser is not PCI-E 3.0 compatible ?
I'm not sure if they are all the same like SATA cables.

While waiting on AZZA for a reply I have ordered this with Same-Day shipping. Will let you all know how it runs with it.

Also, why does the riser work just fine for my HD 6950, but poops and/or destroys performance on my r9 280X? The two cards aren't that far apart in terms of TDP...
