My bad. The picture was auto shrunk, so I missed the information in the upper left hand corner.
At 24C, assuming that this is a game rather than static screen shot, I'm going phase change cooling. The expensive stuff is generally crazy, so I'll guess Propane phase change cooling.

I have an termometer right near the PC. It shows 24 Celsius degrees and I beleive it as long as it's not broken, lol.
