I think its the mobo seen this before. (could be wrong though) definatly think its the mobo if it doesnt make any error bleeps.

If it used to bleep then the speaker is wired up or build onto the mobo.
If it isnt bleeping anymore then id say the mobo is dead if it was a card /cpu or memory fault you would hear a error code in the form of bleeps or long bleep. Been doing pc,s well over 12 years now only thing id recomend is checking is the power supply other than that not much else but the mobo.

Im kinda used to fixing pc's over the phone lol by now.

how would i test out my psu? like i mean to check how many watts its putting out?

swap it with another one, test the rails with a multimeter, that sort of thing.
