I'm running a pentium 4, 2.0 ghz processor with 100MHz fsb / 400mhz bus speed. 768 mb ram, at 133mhz. CURRENTLY i have a radeon 9500 Pro, and am just not happy with the way i run games such as CS source, Doom3, H-L 2, etc. I still get a little choppy with minimal settings on. Would purchasing a new graphics card such as the ATI x1600 series card make an impact on my FPS... Essentially what i dont know is whether a newer, much more powerful graphics card would benefit me, or if i would simply be limited by my processor/ram. Lemme know what you think, thanks

Your computer is old, so even if you get a new graphics card, your CPU would be holding it back quite a bit.

An X1600 would no doubt help your FPS, however an entire system upgrade is in order to truly eliminate the lag in newer games. Because you kinda are running at a 100Mhz FSB and PC133 . PC133 doesn't have the bandwidth required to let new games run at high FPS, so you might want to consider investing some money into a new box, keeping your monitor, keyboard, mouse, printer, etc.
