what program do you guys recomend for monitoring FPS?

fraps can lower your fps , i try to use game console entries wherever possible

Riva Tuner would be one of the best option to use because you can monitor you CPU temp, GPU core temp and fps at the same time. Just like Gring said use game console if possible, e.g while playing CS type net_grahp 3 to bring out your fps on the screen.

I use nVidia tray tools to monitor my temperature, frame rate, and the amount of system memory use (out of curiosity). There are also other things you can add on to check as well. The con of this program is that it sometimes show the information when you are watching a video. I just disable it when I watch videos. You can also move the information to the 4 corners of your screen. Its called the OES settings when you go to preferences from the settings tab.

actually a list of handy console commands for games would be a cool idea, i however am too lazy (and dont know enough commands) to start such a thread...anyone?

net_graph is annoying, it gives too much info and gets in the way of the HUD. cl_showfps 2 is better.

In game fps monitors are better because they don't hit perf, or if they do it is a very very small hit which isn't noticeable. I've used FRAPs, but it hits performance quite badly. If there isn't an inbuilt one I tend not to use one at all to keep up performance...
