Which budget gpu for 4k 60hz videos?

Iam building a new pc for that would be able to play smoothly 4k 60hz videos on you tube. I have i7 3770 cpu, 8 gb ram, and I wonder which gpu would be sufficient. Would an rx 580 8gb be enough?

For YouTube you will want a GPU that supports the latest video codecs. YT is currently using AV1 and VP9.

The cheapest card with hardware AV1 decoding is the Intel ARC A310. However, for optimal operation it requires Resizable BAR, a feature which your i7-3770 system does not support. The cheapest AV1 card from AMD is the RX6600, and from Nvidia the RTX3050.

If you're on a tight budget, you could forgo the AV1 codec and get a card with only VP9 hardware acceleration. In that case the GeForce GT1030 GDDR5 offers good value for money.

That said, your CPU should be powerful enough to decode VP9 streams up to 4K60 without any assistance from the video card.

Currently I have an old Nv gt650 and it stutters all time at 4k 60hz on you tube. So what should I do, remove the gpu and let the cpu play those videos or buy a gt 1030? And btw I can see it has hdmi 2. 0b. So do I have to have a monitor with the same type of hdmi port?

That i7 shouldn't be stuttering all the time. Could you edit your user profile and put your complete system specification in there? Also, what browser do you use for YT?
