Will there be bottleneck on RTX 4060 TI 8GB AND RYZEN 5 5600

That is quite a good combination, in my opinion. But don't expect 1440p gaming (although not impossible).

In games like Counter Strike at cyber sport settings, it'll be a CPU bottleneck.
In games like Red Dead Redemption 2 at 4K, it's obviously a GPU bottleneck.
Long story short, depends on what you're about to play and how you're about to play it. Generally a balanced combo, yet I'd place an RTX 4070 there. Just for a good measure.

don't expect ultra super RT enabled 1440p gaming
FTFY.

4060 Ti is more than capable of 1440p if you don't have Ultra and/or RT as mandatory.
