Do I believe this was done to spite AMD, well yes I do but I have been a firm believer that all the proprietary stuff (TressFX, PhysX, Gameworks, ETC) has just become a way for them to slap eachother across the face. Nvidia has been much worse about this overall but they are both guilty of the same thing in the end.
Though for the Hairworks part, it seems that its a mess as it is. It kills performance on all cards across the board from what I have seen making it a pointless thing to have on. I have not gotten a chance to play Witcher 3 yet, but ill probably do it with it off.
