Would you trust my cpu temps?

I'm currently running my p4 631 3Ghz @ 4.8Ghz fully stable.
My idle temps are 35°C, mobo 23°C (cold air being ducted from window to cpu).
While running orthos temps get upto and level out at 69-70°C, a tad too high for my liking, as i'm sure the safe level is 65°C(correct if wrong).
Thing is if it is at 70°C should the cpu hs be hot or at least warm to the touch, because when i checked i can feel no heat at all not even at the base.

70c isn't really dangerously hot yet... But honestly I would knock it back down a bit myself. I think intel says 110c.

Odd. Its around 70C (like what, 125f?) and its not warm to the touch????

70C is 158F. It should be warm enough to give you a mild burn if you held it there for a few seconds. Of course, that's the temp at the core. The outer edge of the heatsink should be cooler.

Modded CNPS9500(120mm fan) in system specs;)

well when i was ocing my P4 520J i also got some high temps but how much volts are you putting to it

The base of the heatsink is only mildly luke warm, the rest feels no different.
Whenever i've had my x1800gto upto 70°C the exhausted air is hot and the heatpipes are very hot, which is why i thought i should feel it on the zalman.
To achieve 4.8Ghz stable i need 1.4625v, at idle this overvolts to 1.5-1.52v, under load 1.46v.
