My stock AMD cooler with heatpipes is a better unit than this (125 watt) and they can be had for under $20 with an easily replaced fan or come with your CPU. If you have an intel cpu however this might not be a bad idea.

That's what the AM3+ socket is for, FM2 is for APU's. So really this makes no sense at all.

Re-encoding is the only reliable option. The other option (way less reliable) is to cough up cash (because the free ones never work correctly and format compatibility is nill) for a DLNA media server software and stream from the PC leaving the raspberry as a table wedge.

Either you have a serious hardware issue or Windows is completely hosed and needs to be re-installed clean. Sounds like possibly bad memory to me or bad memory controller. Test hardware, if ok, re-install windows because that will take the least amount of time.
