RTX 4080 would indeed be a wise choice, but once next-gen AMD and NVIDIA GPUs hit the market there's going to be a huge shortage cycle all over again due to scalper bots and Crypto-miners.
Current-gen GPU scalping/Crypto-mining was just round-two for them (round one was probably in 2017-2018).
The Thermaltake Core V31 case recommendation is horrible when taking into account the amount of heat 2 x GTX 980 Tis produce while gaming.
Even more so when taking into consideration said GPUs coolers' form-factor, which will basically throw all that heat straight at the plastic window...

I've seen the same issue mentioned, but with the GIGABYTE R9 280X OC variant over a thread I've opened regarding its fan noise issue.
Until someone that has first-hand BIOS flashing experience with this card comes along,
it might be worth checking out the Driver disc that came with your...

Could you take a look into this reply and share from your experience if that's a BIOS file you've also tried?
If so, any ideas why that person isn't able to update his BIOS (maybe the BIOS switch is in the wrong position) ?

It baffles me why AMD puts its cooling solution's noise output at the 'Absolutely Not A Priority' category yet again.
Same case was with its CrossFired HD 7990 card, even though its cooling solution features a triple fan configuration...

in order to try and get them to realize the importance of not only performance - but comfort (i.e: less operating noise when gaming) - is appreciated.
