Sounds like you've done everything to troubleshoot, except take out the ssd. Instead of taking it out, can you disable the m2 drive or slot in bios to see if that helps?

Dude if your card can't take the values manually, what makes you think that putting a bios that will run at speeds your card can't handle will make it work? It'll make it unstable.
You'll have to see if you can change the frequency voltage curve. Remember Y = clock speed. X = voltage. The goal is to move the curve to the left (less voltage) while making it higher on the Y (more clock speed).
