I did not, but bios update was after I noticed problems. I think the bios update auto cleared cache tho, cause I had to go back in and change some settings.

Occasional peaks at the FPS in CS:GO and Doom Eternal before and after also showed around the same performance difference (estimate). Userbenchmark pointed out that the GPU was performing below expectation, so can't be all that bad.
Not sure if it is interesting to anyone else, but the pure FPS performance difference was not major between the PCIe 4 x16 vs the PCIe 3 x4 slots. The other issues I described though about stuttering and random frame drops have gone away.
