All Unreal games have issues, they're just more prominent when they release. UE4 games still mostly run poorly, it's just that hardware has increased so much that they now perform 'well enough'. Only company that ever seems to be able to make optimized UE games are Epic themselves.

Don't know what you're doing wrong, considering TPU's numbers show the 7800X3D light years ahead of even the new 14900KS in Cyberpunk at 720p, 1080p & 1440p. Unless of course, you're just using 4k numbers, in which case a 'win' is within the margin of error, and not really a win at all.
